Handle Vrbo inquiries

Please add support for handling Vrbo inquiries in the new API workflow for integrated property managers.

At the moment, Vrbo shows that approval should be handled through the PMS, and iGMS displays a Pre-approve option for inquiries, but that action does not work.

This creates a confusing workflow for users and guests. Please either support inquiry pre-approval in iGMS or remove that option and provide a clear, supported flow for inquiry handling.
