Why pay Management Fee on taxes?

Currently when you opt to pay a management fee there is NO option to only pay it on the Base Fee. Have a check box or something similar to only pay management fee on Base Fee. With the current configuration you will be paying your management fees on Cleaning Fees, Service Fees, and Tax. Why would you want to pay a management fee off of those items?
